Vacancy Request Form
The Vacancy Review Framework (VRF) is a governance process used across NHSGGC to ensure robust oversight of recruitment decisions. All vacancies (new or replacement) must be assessed through the VRF before recruitment can proceed. The VRF helps:

Align vacancies to workforce and financial plans

Challenge duplication, inefficiency or unnecessary posts

Prioritise recruitment where service delivery or patient safety is impacted

Support strategic workforce planning and redesign
Each vacancy is considered against current budgets, service pressures and transformation priorities. Managers are expected to provide a clear justification for each role, with evidence of need and affordability.
The process supports workforce sustainability and helps ensure the Board makes best use of its staffing budget.
